CODE OF CONDUCT
Conduct Policy
The purpose of
the Code of Conduct is to insure that there will be a safe and healthy
environment for all City of Rossford
recreational activities on Recreation Department
premises including the Rossford Community Recreation Center and all City
of Rossford Parks & Tot Lots. Levels of violation will determine the range of
responses that can be taken.
Following are the levels of violation currently defined:
LEVEL 1: MOST SERIOUS
VIOLATION:
-Possession or
use of a firearm, knife or other dangerous object.
-Possession,
use, or being under the influence of drugs or alcohol
-Physical
abuse of others.
-Vandalism or
damaging or defacing any property such as building, equipment, furniture or
other articles
belonging to the city
or other people.
-Stealing of
Recreation Department property or other guest/member/staff/patron’s property
while on Recreation
Department premises.
-Repeated
occurrences of Other Violation (below) indicating a pattern of unacceptable
behavior.
- And other
violations of law or deemed to be serious enough for consideration as a Serious
Violation.
LEVEL 2: OTHER VIOLATION:
- Threatening
or intimidating actions towards others; disrespect, rudeness or “talking back”
to someone in authority.
-Sexual
harassment through comments, words, or gestures.
-Use of racial
or ethnic slurs.
-Use of
inappropriate language or cursing.
-Possession or
use of tobacco by an individual under the age of 18 years.
- No person
shall willfully interfere with, disrupt or prevent the orderly conduct of any
supervised recreation program being conducted by the Rossford Recreation
Department, school activity, or other
recreation department approved/sanctioned events
in any building or
playground, located in or on any public property within the city.
The following disciplinary rules apply depending on the violation:
An individual
who commits a MOST SERIOUS VIOLATION(Level 1)
may, at the discretion of the Director of Recreation and/or the Board of
Directors, be banned
permanently or suspended for an extended period of time
from the Rossford Community Recreation Center, Rossford City Parks and tot lots,
and all activities sponsored by the Rossford Recreation Department.
NOTE: Any individual
receiving this penalty shall forfeit any membership fees, program fees, or guest
fees that they paid prior to the violation.
An individual
who commits an OTHER VIOLATION (Level 2) may, at the discretion of the Director
of Recreation, be suspended from the Rossford Community Recreation Center,
Rossford City Parks and tot lots, and all activities sponsored by the
Rossford Recreation Department for a period of time up to the number of days
specified below:
FIRST OFFENSE: One Month
SECOND OFFENSE: Six Months
THIRD OFFENSE: One Year or
permanent based on determination of Director & Board
NOTE:
Any individual receiving this penalty shall forfeit any membership fees,
program fees, or guest fees that they paid prior to the violation.
If evidence is
presented to the Director of Recreation by a suspended individual that
counseling and/or treatment, appropriate to the violation committed, has been
instituted or completed, the length of the suspension may be reduced at the
discretion of the Director of Recreation and the Parks & Recreation Committee.
Clothing
adorned with sexually suggestive slogans, profanity, lewd pictures or that which
is offensive to a religion, race or
national
origin or clothing that is identifiable with any gang or group/cult.
Grievance Policy
Definition of Terms
A
GRIEVANCE
is defined as
a disagreement between a patron and employee or management as to the
interpretation
or application of official Department policies
Grievance Procedure
A three-level
escalation process has been defined for settling grievances.
The steps are outlined below.
The
following general rules also apply.
Step 1: Director of
Recreation
The individual
may pursue the matter by presenting the grievance to the Director of Recreation.
The grievance must be in
writing.
The Director,
after review and investigation of all matters of fact relative to the grievance,
shall issue his decision on the
grievance
form, within five (5) working days following the conclusion of the
investigation.
If the
grievance is directed toward the Director, the grievant shall proceed directly
to Step 2.
Step 2: Rossford Parks & Recreation Committee
-Where the
grievant is not satisfied with the response received from Step 1, the individual
may pursue the matter by
presenting the
original copy of the grievance and the Director’s response to the Rossford Parks
& Recreation Committee at
their next
scheduled meeting
-The Rossford
Parks & Recreation Committee, at its option, may hear the matter at an earlier
special meeting occurring b
fore their
next regular meeting.
-The Rossford
Parks & Recreation Committee, after review and investigation of all matters of
fact relative to the grievance,
shall issue
their decision on the grievance by resolution following the hearing.
Step 3: City Manager
-Where the
grievant is not satisfied with the Step 3 response, the aggrieved patron may
submit the original grievance to the
City
Administrator.
-The City
Administrator will review the grievance and all responses within ten (10)
working days following the day he
received the
grievance.
-If the City
Administrator determines that responses were adequate and proper, he will so
inform the grievant of his/her
decision by
letter.
INDOOR TRACK RULES
1. Fitness
equipment is ONLY available for use by individuals with standard memberships.
Individuals who have only gym/track cards are NOT entitled to use of
fitness equipment on track, in weight room, or in cardio fitness room.
People who violate this may lose all Rec Center privileges.
2. Slow
runners and all walkers, please use outside lanes
3. All
runners and walkers must move in the same direction.
Move in the direction that arrow on sign indicates for that day.
Direction will alternate daily.
4. It
is recommended that proper attire is work-comfortable exercise clothing.
NO STREET SHOES ON TRACK.
5. It
is recommended that you take the time to stretch before you run and recover
before you leave.
6. Please
keep noise level down, especially when classes are in session.
7. NO
CHILDREN UNDER 8 YEARS OF AGE ARE PERMITTED ON TRACK.
GYMNASIUM RULES
1. Proper
attire must be worn: gym shoes,
shorts, t-shirts, sweat clothes, etc.
No street shoes or street clothes.
ONLY NON-SCUFF SHOES
2. Fighting,
profanity, immoral or unsportsmanlike conduct or disrespect will be permitted.

are held responsible for destruction of equipment through misuse

not pull on nets
6. Balls
should not be thrown or kicked above backboards or shot from tack.
Do not kick basketballs, volleyballs, or footballs.
7. Be
considerate of others-do not disrupt classes or programs in session

9. No
Spitting on floors, walls, etc of facility.
Restrooms and garbage cans are nearby.
10. No
food, drinks, or chewing gum permitted in gymnasium
